We address the world’s most critical resource gaps by deploying the same professional risk management standards used to protect global enterprises. Leadership and Vision: Dr. Michael Nugent Scarlett

The foundation was established by Dr. Michael Nugent Scarlett, PhD, a Service-Connected Disabled Veteran, Law Enforcement Veteran, and the President of JMX Risk Management Consultants. Dr. Scarlett’s background as a retired Senior Army Noncommissioned Officer—with expertise in Infantry, Combat Medicine, and Civil Affairs— and his extensive law enforcement background forms the operational DNA of the foundation.

Under Dr. Scarlett’s direction, and alongside Chief Operating Officer Dr. Edmund Gyandoh, the JMX Global Humanitarian Foundation bridges the gap between traditional philanthropy and tactical execution. We utilize the JMX Capability Statement as our operational blueprint, applying his precision skills to navigate the logistical and security challenges of international relief.

2026 Focus: Securing Recovery in Jamaica

Following the catastrophic impact of Hurricane Melissa in late 2025—which affected over 1.6 million people and caused billions in damage—Jamaica faces a critical need for stabilized infrastructure. JMX’s Global Humanitarian Foundation is currently leading a strategic effort to rebuild the island’s most vulnerable sectors through our “Intelligent Protection” framework.

Strategic Initiatives in Jamaica: The Women’s Centre of Jamaica Foundation

The Centre suffered extreme loss from Hurricane Melissa to several facilities that are utilized for the education and nurturing of pregnant teens and their infants. Providing vital support and nutrition, several administrative offices were demolished as well. As a result, this is our global humanitarian foundation’s first initiative. We are seeking to raise funds to:

• Emergency Relief Funding: Immediate comprehensive relief including food, water, medical supplies, clothing, and hygiene products.
• Temporary Shelter Operations: Establish and operate emergency shelter facilities for 500+ women and
  children.
• Facility Assessment & Emergency Repairs: Full structural engineering assessment and critical emergency repairs.
• Staff Support & Retention: Emergency salary continuation, housing support, and crisis counseling for all Women’s Centre employees.
• Medical & Mental Health Services: Mobile medical clinics and trauma counseling teams.
• Communications Infrastructure: Advanced satellite systems, radio networks, and emergency IT infrastructure.
